Electricity bills in Pakistan can be confusing. Many consumers receive a bill that is much higher than expected even when their consumption hasn't changed. This guide explains every component of your bill, the difference between protected and non‑protected consumers, and how you can save hundreds of rupees each month.
The National Electric Power Regulatory Authority (NEPRA) sets the base electricity rates for all DISCOs. The 2026 tariff includes increased rates for higher consumption slabs to encourage conservation. For domestic consumers, the tariff is divided into slabs: 1-50 units (Rs 3.95), 51-100 units (Rs 7.74), 101-200 units (Rs 13.01), 201-300 units (Rs 33.10), 301-400 units (Rs 37.99), 401-500 units (Rs 40.22), and above 500 units (Rs 42.50).
One of the most misunderstood aspects is the protected consumer category. If you consistently use ≤200 units per month, you qualify for subsidized rates. However, if you exceed 200 units in any single month, you lose your protected status and are charged the much higher non‑protected rates for the next six months – even if you drop back below 200 units. This can more than double your bill. For example, a protected consumer using 180 units might pay around Rs 3,500, while a non‑protected consumer using the same 180 units could pay Rs 6,500 – an extra Rs 3,000 per month.
FCA is a monthly adjustment that reflects changes in international fuel prices. It is added (or subtracted) from your base bill. FCA rates vary by DISCO and month – typically between Rs 2 to Rs 4 per unit. This is why your bill changes even if your units remain the same. You can check the latest FCA rates on your DISCO's website or on NEPRA's portal.
